Introduction to the Roadmap
The extension of social security is a complex issue that requires activities at different levels and sectors of society. The aim of the GESS Roadmap is to guide users in the process of social security extension by providing information, tools, and methods to support the extension of social security at country level. This is not a matter of providing a list of steps to follow in a chronological manner, but rather to remind the users of certain key elements to keep in mind during a process of extension. Users are also invited to consult the other GESS pages if they wish to delve more deeply into specific aspects and acquire more detailed knowledge. In the course of extending social security, a society will generally take action in the following areas:
Relative importance and timing of the sequence of these elements will differ according to country context, but all the steps are relevant to achieve progress in the extension of social security. The ILO aims to provide a global vision of the whole process, and offers technical support at every point along the way to achieving coverage and social security for all.
